GOST R FOR CONFECTIONERS, SUGAR, CHOCOLATE – UAE, OMAN, SAUDI ARABIA

GOST R is an established set of standards that cover various products made in Russia, including confectionery. Specific GOST R requirements for confectionery differ based on the type of confectionery that is being sold.

Some of the most used standard GOST R for Confectioners, Sugar, Chocolate in UAE, Oman, Saudi Arabia, Kuwait, Qatar, Lebanon, and Jordan specifications are:

  1. GOST R 52821:2007 standard is applicable to chocolate and chocolate-related products. It defines the quality, composition, and the requirements for labeling chocolate products.
  2. GOST R 54052:2010. This norm is applicable to the methods used to determine the level of fineness of chocolate.
  3. GOST R 54686:2011 Standard applies to the procedure used for determining the percentage of saturated fatty acids present in confectionery products.
  4. GOST R 70412-2022: The standard is applicable to the guidelines to determine and confirm the expiry dates of GOST R for Confectionery products.

New Lists of GOST Standards Have Been Adopted for EAC TR CU 005 for Packaging | 2020:

On the 22nd of January 20th, 2020 on January 22, 2020, the Board of the Eurasian Economic Commission (EEC) publicly announced the decision no. 12 to adopt the updated versions of GOST lists specifications for TR 015/2011 “On safety packaging”.

The document was adopted just a few days prior to when it is effective July 1st 2020.

When the new standards lists are put into effect, the second paragraph in the final decision by the Commission of the Customs Union No. 769 dated August 16, 2011 approved that the first version of the GOST lists of standards in TR CU005/2011 will no longer be in effect. It is crucial to remember that lists of GOST standards have been revised multiple times in the past, however the decision to conduct a full review has been taken.

Certification of Confectionery:

Confectionery items, as an integral part of a healthy diet they are subject to mandatory certification – a review of GOST R for Confectioners, Sugar, Chocolate compliance with the technical regulations of the Customs Union. In accordance with the regulations currently applicable to the EAEU’s territory EAEU any manufacturer or distributor of sweets and baked items for the purpose of carrying out legitimate business, has to make an official declaration of conformity. This is an official document that confirms the properties declared, their high quality, and absolute assurance of the product.

Legislative Framework:

The regulation that regulates the profile, on upon which the certification of confectionery products is made can be found in the TR CU 021/2011 on food safety.

During the verification, the following rules of the TRCU are considered in the verification process:

  • 022/2011 – guidelines for labelling and packaging food items;
  • 029/2012 The features that use food additives (stabilizers flavor enhancers, flavors, and dyes flavors).
  • Declarations for confectionery items are required for serial production or for the production of a separate batch.
  • To conduct assessment activities that are related to disclosure of confectionery products, three methods are employed for assessment: 1D, 2D (batch) and 3D.
  • The maximum duration of time a permit can be issued is not more than five years.

Based on the GOST’s current version, the entire selection of GOST R for Confectioners, Sugar, Chocolate items can be categorized into two categories: sugary and flour.

The first group comprises:

  • Cupcakes;
  • Cakes;
  • Waffles;
  • Biscuits;
  • Cakes.

The second group comprises:

  • Marmalade;
  • Sugar plums;
  • Chocolate;
  • Cocoa;
  • Halvah;
  • All kinds of sweets

Documents To Be Used for The Assessment of Conformity:

The process of certifying confectionery products starts with the creation of the necessary documents to the product itself and the production process itself.

The applicant should be able to provide experts with:

  • Copies of certificates for registration (OGRN, the TIN);
  • Copies of Articles of Association, the corporate documents, declaration card;
  • Detailed description of the products ranges, types of manufactured goods, brand assortment, composition codes of economic activity in the foreign economy;
  • Technical and regulatory documentation, GOSTs, TU according to the specifications of products made;

In the case of imported goods, information regarding the manufacturer, the supplier contract, contract specifications and invoice are also needed.

Stages of Certification:

The process of evaluating the quality with confectionery items is performed following the established method:

  1. Submitting an application on the form used to carry the evaluation process.
  2. The identification of the item, choice of a plan for the test to come.
  3. Transfer of a bundle of documents that are required.
  4. Samples of common samples.
  5. Testing under conditions of a laboratory.
  6. The final protocol is being drawn up, basing them on the results.

It is important to note that confectionery products that are put on in the very first instance, or belong to special nutrition, and are marketed to “special” consumers. For example, athletes, diabetics pregnant women, etc., are subject to registration by the state and a state registration certificate. 

The mandatory GOST Certification in UAE conformity evaluation of confectionery products is intended to keep low-quality products from being sold on shelves at home.
